California Voters Pass Prop 50, Punching Back at Trump in Gerrymandering Fight

The voters of California delivered a significant blow to Republican efforts to secure a 2026 midterm victory through gerrymandering. On Tuesday, they overwhelmingly approved new congressional maps that are expected to add at least five seats to the Democratic majority in the U.S. House of Representatives.

Republicans had appeared poised to maintain their influence following President Donald Trump’s push for mid-decade redistricting in several states. Maps enacted or approved in Texas, Ohio, Missouri, and North Carolina were anticipated to provide the GOP with an additional nine seats, which could have been critical in preventing a Democratic wave in the upcoming elections.

However, on Tuesday, as Democrats achieved broad electoral success nationwide, more than 5.1 million California voters rejected the Republican strategy by passing Proposition 50 with nearly 64% of the vote. The measure authorized new congressional maps crafted by Governor Gavin Newsom and state Democrats, featuring a more aggressive partisan gerrymander.

David Dayen, executive editor of *The American Prospect*, stated that the passage of Proposition 50 effectively neutralized Trump’s gerrymandering initiative. He added, however, that the GOP could still gain a substantial advantage if the U.S. Supreme Court decides to weaken Section 2 of the Voting Rights Act, which would effectively permit racial gerrymandering and potentially grant Republicans at least 19 additional seats.

California’s maps required voter approval to override those created by the state’s independent redistricting commission, established through a 2008 ballot measure. In contrast, red-state maps were typically enacted by state legislatures without public input.

Newsom defended Proposition 50 as a necessary response to what he described as Trump’s attempt to “rig the 2026 election and redistrict his way out of accountability” in states like Texas. After the measure’s passage, Newsom told a group of California Democrats in Sacramento that the party was “on its toes, no longer on its heels.”

The outcome in California may encourage other Democratic-leaning states to pursue similar mid-decade gerrymandering strategies, further challenging the GOP’s electoral advantage. New York Governor Kathy Hochul has expressed support for the state’s own redistricting efforts, while a constitutional amendment has been proposed to override the state’s independent redistricting commission.

In Virginia, Democratic leaders advanced a constitutional amendment granting the legislature emergency powers to redraw district boundaries. This move remains viable after Democrats retained control of the state’s House of Delegates in Tuesday’s elections. Meanwhile, Maryland Governor Wes Moore recently announced the formation of a bipartisan commission aimed at targeting the state’s sole remaining Republican district, though some Democrats have raised concerns about the risks involved.

Despite these developments, Dayen views the California result as a clear signal of the more confrontational stance that Democratic voters are seeking in the wake of the second Trump era. He noted that “Prop 50 was called the moment polls closed in California,” emphasizing that the strong voter turnout demonstrated the growing importance of political engagement in Democratic politics.
